Revised item 8.1 that the LAUSD-CSUN school EIR is not on hold as were advised but will released 10-18-01.
The Northridge Community Council will hold its next meeting on October 17, 7:30 pm, at Northridge Hospital Penthouse ( 18300 Roscoe Blvd). Parking to be in the parking structure on Etiwanda, south of Roscoe. The penthouse on the fifth floor of the building north of the parking structure (toward Roscoe).
Along with being E-mailed this agenda will also be posted at the Northridge Library, Porter Ranch Library and Northridge Park by 10-7-01
The "Council" consists of all Northridge stakeholders. A Stakeholder is defined as anyone who lives, works or owns property in the area (Los Angeles City Charter, Sec 906(3)). The Council votes on all issues, the Officers and Directors also vote as they are stakeholders. The Officers and Directors make no policy decisions for the council.

All stakeholders will have an opportunity to address the meeting on each agenda item and can make a 3 minute comment on issues that are not on the agenda in the Public Comment time

1. Call to order by the interim President Dorothy Boberg.
2. Approval of minutes from the 9-19-01 meetings.
3. The speaker we have invited is Mr. David Wiggs Jr., General Manager, Department of Water and Power. He will discuss "Water Quantity and Quality in Los Angeles" This has been the topic of greatest concern according to our questionnaire.

A Nominations for directors
This meeting is the annual Town Hall Nominating Meeting will be conducted as follows as set in our recently approved bylaws. see Article XVI: Quorums and Voting:
a. Any Voting Stakeholder may self-nominate himself or herself as a candidate for the position of Director. The nomination must be seconded by another Voting Stakeholder.
b. Any Voting Stakeholder may nominate another Voting Stakeholder as a candidate for the position of Director. The nomination must be seconded by another Voting Stakeholder.
c. Any Voting Stakeholder whose nomination has been seconded by another Voting Stakeholder must agree to serve in the position of Director, if elected. The agreement can be verbal if the nominee is present at the Nomination Meeting, or the nominee may submit a signed Statement of Agreement to Serve. When such verbal or written Agreement is received, the nominee shall be considered a bona fide candidate for Director and his/her name shall be included on the written ballot to be voted upon at the Election Meeting.
d. Prior to the conclusion of this meeting, the President shall appoint three (3) Voting Stakeholders (who are not Directors or candidates for Director positions) to serve as the Inspectors of Elections.
e. At the conclusion of this meeting, the Inspectors of Elections shall transfer each candidate's name to a slip of paper and deposit same into a receptacle. Thereafter, an Inspector shall draw the names from the receptacle one at a time with the other Inspectors recording the names in the order drawn. They shall continue until all names have been so drawn and recorded. This is the order in which the Director candidate's names shall appear on the ballot for the Town Hall Election Meeting, and such information shall be provided to the Secretary for the preparation of such ballots, with the Inspectors of Elections maintaining a copy of said list.
B Action Item
Shall the Northridge Council apply for certification to DONE to become a certified Community Council under the LA City Charter. As our bylaws adopted the public records act we will NOT release the stakeholders address, phone, fax numbers, or E-mails address to DONE. We consider this information to be the same as voter registration data which are exempt from release. Will release only the Stakeholder's name, town and zip code and status as a resident, property owner, or employee within our boundaries as part of the application.
If motion passes the existing interim board will appoint a committee consisting of Andy Anderson, Dorothy Boberg, Charles Brink, Walter Prince, Pat LoPresti to file out the application in conformity to our bylaws. Others cnd volunteer to serve.
C. Requests for community input
1. Report by Charles Brink on failed community protest on the McDonalds at Lassen and Balboa.
2.We need your views to be presented at an LA Planning hearing on a zone change at 18324 Rayen Street from R1-1 to (T)(Q)RD1.5-1. [Click hear for more data] This change conforms the neighborhood plan. The community may request mitigation and other issues but as it conforms to the approved master plan opposition to the zone change would be problematic. As it is the first hearing since the establishment of the council we would like input form the Stakeholders on this issue

1. As published 10-17-01 CSUN School EIR is on hold
As revised LAUSD has failed to notice anyone that was at the EIR scoping session. We received on 10-13-+01 this E-mail for the ever vigilante Roger S. Waldbaum
The LAUSD has advised me that they plan to release the Draft Environmental Impact Report on their planned high school, to be constructed on the CSUN campus (location is on Zelzah, north of Plummer). This information came to me, in response to a telephone inquiry from me to Basam Raslam, the Project Manager, from Cecilia Mason, telephone 213-633-8430. The release date is scheduled for October 18, 2001 and that is the official beginning of the 'Public Comment' period.
