Northridge Community Council Minutes of Meeting 12-19-01

These draft minutes will be on the agenda of our 1-19-01 meeting for approval

A regular monthly meeting of the Northridge Community Council (NCC) was called to order at 7:15 p.m. by president Walter N. Prince. The minutes of the previous meeting (November 21, 2001) were approved as submitted.

Charles Brink reported on the status of the proposed high school on the CSUN campus. LAUSD failed to provide the documents as requested in writing by the NCC. At issue is the Memorandum of Understanding from CSUN, as well as other documents necessary so the community can properly comment on the Environmental Impact Report (EIR) and other studies. A letter had been sent to LAUSD Board Member Julie Korenstein by Dorothy Boberg (NCC’s former Acting President) on November 7, 2001, with no response. The next LAUSD meeting on the EIR is scheduled for January 22, 2002.

Andy Anderson said Julie Korenstein sent a letter regarding opposition to the proposed high school by the police department and one CSUN professor. Ms. Korenstein stated in her letter that the police and the professor had withdrawn their objections. However, James Parker reported that it was his wife who is the professor at CSUN who objected to the school site and as far as he knew, she had not withdrawn her objection. Parker also said that the traffic study is flawed and another study is to be done.

Estelle Lit will contact Korenstein and ask her to be present at our next meeting. Another letter will be send to LAUSD requesting the needed documents. Councilman Berson will be sent a copy of the letter.

Jim Summers from the Granada Hills Community Council was present and spoke on the proposed expansion of the Hillcrest school located on Rinaldi and Shoshone. Summers will provide information that can be posted on the website regarding the final hearing.

Walter Prince reported on the mediation meeting regarding boundary lines for the Northridge Councils. Don Larson, representing an area identified as Old Northridge, asked to be excluded from the NCC boundaries. On a motion duly made and approved, the motion passed. The new boundaries for the reduced-size district are now:

a. Roscoe Blvd. on the South, to Parthenia St. on the North; Lindley Ave. on the East to Tampa Ave. on the West, and

b. Parthenia St. on the South to Nordhoff St. on the North; Lindley Ave. on the East to Aliso Canyon Wash on the West.

David Larkin, who represents the city’s Dept. of Neighborhood Empowerment (DONE), said an area calling itself part of Winnetka might also want to be excluded from the NCC boundaries.

David reported that no date has been set for the NCC Certification Hearing. The rules state that if the Certification Hearing date has not been set within the 20-day time limit, the application goes to the DONE Commissioners without recommendation.

Walter Prince asked David to tell his superiors that the NCC is protesting the fact a date has not been set for the certification hearing and request one be set immediately.

David informed the council that DONE will do some copying and mailing from their offices on NCC behalf. Postage is negotiable with at least 700 pieces to start.

Andy Anderson reported that the NCC treasury has $144.00.

A discussion was held on the need for cleaning of the public streets, sidewalks and medians. Illegal signs are a problem, and can be removed if in a public right-of-way, such as telephone poles. Graffiti is also a continuing problem. Walter Prince said that Councilman Bernson’s office should be called. They have a graffiti removal team.

The Northridge Oasis Faire is set for May 19, 2002. Walter Prince suggested that the NCC should have a booth. Space is free to non-profit organizations.

The next meeting of the NCC is scheduled for January 16, 2002 at 7:00 p.m. at the Northridge Hospital Penthouse. Prince urged the attendees to hand out flyers and encourage their friends, neighbors, and co-workers to come.
