Northridge Community Council Minutes of Meeting 2-20-02

Minutes of the NORTHRIDGE COMMUNITY COUNCIL MEETING February 20, 2002 President Walter N. Prince called the meeting to order at 7:10 p.m. The minutes of the January 16th meeting were approved.

Walter Prince gave the stakeholders a brief overview of the history and status of the proposed high school on the CSUN campus. Prince asked Charles Brink to give his report on what has happened since the last meeting.

Brink advised the attendees that information about the issue is on-line and individuals could post their comments. The LAUSD Facilities Committee is scheduled to meet February 28 to hear testimony regarding the Final Environmental Impact Report. This date may change so, anyone interested should check prior to attending this meeting. [It changed twice to 3-19-02]

The meeting schedule concerning the school issue are as follows:

Facilities Committee 2-28-02 Full LAUSD Board Meeting* 3-12-02 LAUSD Board Vote 3-22-02 Brink stated that Granada Hills High School is currently busing in 1200 students resulting in a multi-track schedule. Other schools in the area are busing in students and resulting in multi-track. Discussion was held as to whether the views presented at the Council Meeting were balanced. Several new attendees said they were unaware of the project.

Jim Parker, who represents a homeowner’s group in the immediate area, gave a presentation on the history of the project and LAUSD’s efforts in community notification. Parker’s group is opposed to the project and have a petition and letter writing drive. Status on the Certification process for the Community Council was presented by Prince. David Larkin from Department of Neighborhood Empowerment (DONE) said the Certification Hearing date is set for March 19th at the Northridge Middle School, located at Lindley and Chase Street.

Larkin also said the NCC should schedule a meeting to revise its Bylaws to incorporate the city’s ethics rules, rather than the version in the NCC Bylaws. He claimed that the NCC, when certified, would then come under the City’s ethic rules.

Charles Brink gave a report on illegally posted signs and graffiti. Any signs that are posted on public property can be legally removed. Brink held up a sign that was posted near Monroe High School. Considerable graffiti was present in the area of these signs. Brink urged people to remove the signs and bring the samples to the police. The City Attorney’s office has stated that it will prosecute offenders.

Andy Anderson gave the treasurers report showing we had 35.78, and the hat was passed to collect donations.

A discussion was held on how to get items on the meeting agenda. Interested parties should send their items for the agenda to Charles Brink 10 days prior to the next meeting.

Walter Prince said the next meeting would be held on March 20th. With no further business the meeting was adjourned.
