Minutes of the NORTHRIDGE COMMUNITY COUNCIL MEETING March 20, 2002 President Walter N. Prince called the meeting to order at 7:15 p.m.
The minutes of the February 20th meeting were approved as presented.
Charles Brink reported on the LAUSD Facilities Committee meeting concerning the CSUN/LAUSD high school project. Brink said all the presenters who oppose the school did a very good job. The LAUSD Committee moved to bring the issue before the full board with no recommendation on the concerns presented. The project will be brought to the LAUSD board for a vote on April 9.
Jim Parker, a representative from the Mid-Valley homeowners group, said that Greig Smith from Councilman Bernson’s office spoke at the LAUSD meeting and said the councilman had concerns about the traffic.
Prince reported on the NCC certification meeting on March 19. DONE pulled NCC’s certification review from the agenda, saying the NCC Application was not complete. Prince stated that DONE had no right to pull the review because the time for DONE to reject the application had passed. DONE stated that it had a problem with the Town Hall concept.
Ms. Romerol Malveraux, Manager of Field Operations for DONE, then gave a report on the status of the Town Hall request. She will try to fast track a ruling from the City Attorney’s office. She also said the by-laws must conform to the ordinance, and that minor changes will bring them in line. Certified Councils become part of the city government and must abide by the laws that govern the City. There was discussion as to whether the Councils could be a non-profit as a tax-deductible 501 C3.
Prince asked the Stakeholders for a "straw vote" whether NCC should pursue discussions with DONE concerning the Town Hall format. The Stakeholders said they prefer the Town Hall format, where everyone has a right to vote on issues.
It was agreed that the NCC would call a special meeting on April 4 at 7:30 p.m. to report on the certification status. The location will be posted on the web site.
Treasurer, Andy Anderson, reported that NCC has $157.00 in the treasury.
