These draft minutes will be on the agenda of our 6-19-02 meeting for approval
President Walter N. Prince called the meeting to order at 7:50 p.m. It was held in the basement (Classroom B3) at Northridge Hospital. David Larkin represented DONE.
The minutes from the April 17, 2002 meeting were approved.
Charles Brink reported on Certification status for the NCC. Our By-Laws have been changed to meet the requirements of DONE, with the exception of the Stakeholder voting rights. Brink said that other neighborhood councils have given away their Stakeholder voting rights, however, many are operating like a Town Hall.
Brink stated that Greg Nelson recently asked the DONE Commission for permission to change the wording of the City Council’s Plan so as to allow a Town Hall format. The Commission approved the request with a 5-to-1 vote. DONE Commission President Bill Christopher said he thought the Plan already allowed a Town Hall format.
David Larken from DONE said that as of today’s date, his superiors have no made a decision on Stakeholders voting rights. It may take up to six weeks for a decision.
Prince attended the Sherman Oaks neighborhood council meeting where City Attorney Rocky Degadillo was the speaker. Prince talked to Degadillo during and after the meeting regarding voting rights for Stakeholders. Delgadillo said he would look into the problem and contact Prince. To date, Delgadillo has not contacted Prince.
Brink reported on the status of the CSUN/LAUSD high school. A full copy of the Rodriquez Consent Decree has been received and will be part of the filing of a Writ of Mandamus by the homeowners group. Jim Parker said that his homeowners group is attempting to get "priority seating" approved for students who live close to the Granada Hills and Cleveland High Schools. Also, they requested that one representative of the CSUN/LAUSD education advisory committee be from the homeowners group.
Treasurer Andy Anderson reported that the balance of the account is $164.00.
Walter Prince attended a hearing on the proposed drive-through restaurant at Porter Ranch, and gave a brief report. Lori Magnuson, who lives in the Porter Ranch "Heights", said a survey of their community showed 81% were opposed to the drive-through restaurant. The next Planning Commission meeting is scheduled for June 27. On a motion made and duly seconded, the Stakeholders agreed to oppose the plan change.
Prince also gave a report on a proposed 24-hr gas station/food mart/car wash on Plummer and Aqueduct. The residents opposed the project, but Councilman Bernson got it approved even thought it is not in his Council District. Prince will contact Peggy Burgess, who is one of the neighborhood leaders, and ask her to update the status for us at our next meeting.
