President Walter N. Prince called the meeting to order at 7:40 p.m.
Prince reported on the certification process for NCC. DONE still refuses to approve NCC, even though Mayor James Hahn and DONE General Manager Greg Nelson promised Prince in June that they would get the Town Hall format approved. Councilwoman Wendy Greuel is supposed to put a motion before City Council on this issue.
City funding for Neighborhood Councils was discussed. It currently appears that the NCs will not receive money directly, although the proposal is still being modified by the city. For example, if a NC wants to plant trees, it must specifically request the funds for this purpose.
There is nothing new about the problems on Aqueduct Street in North Hills, as reported by Peggy Burgess in June.
Jane Lowenthal reported on the zoning change for a fast-food drive-through restaurant in the Porter Ranch commercial Town Center. The Planning Commission approved the zone change. The matter will not go to the PLUM subcommittee, then to the full City Council.
CSUN representative Colin Donahue, Director of Planning and Design, reported on the street vacations on campus. The neighborhood’s concern is that the portion of Etiwanda Street between Halsted and Plummer will be closed to the South, leaving Lassen Street as their only outlet. Donahue said it is not CSUN’s intent to close the south end of Etiwanda. It was pointed out that there are discrepancies between the Campus Master Plan and what the CSUN representatives are saying. According to CSUN, Lindley will not be opened to vehicular traffic – only to pedestrians.
John Chandler, CSUN Director of Public Affairs, gave a brief talk on the proposed $70 million Performing Arts Center, which is dependent on a November 2002 bond issue, plus the ability of CSUN to raise money on its own.
