12-18-02 MEETING CANCELLED do to space conflict
The Northridge Community Council will hold its next meeting on December 14, 7:30 pm, at Northridge Hospital in The meeting will be in the penthouse in the Institute for living building north of the parking lot. The Hospital is providing the room and we have the parking fee discounted to $1.00. Park in the parking structure on Etiwanda, south of Roscoe. Direction signs will be posted.
The Northridge Council consists of all Northridge stakeholders. A Stakeholder is defined as anyone who lives, works or owns property in the area (Los Angeles City Charter, Sec 906(3)). Stakeholders vote on all& advise the council makes to LA City. The Officers and Directors make internal decisions for the council.
We will ask you to sign in at the meeting and please provide an E-mail address so we may notify you of meetings and addresses. See our privacy policy. Under the Brown Act you are not required to sign in or provide any information to speak or participate. All stakeholders will have an opportunity to address the meeting on each agenda item and can make a 3 minute comment on issues that are not on the agenda in the Public Comment time.

1. Call to order, General comments by Charles Brink in Walters absence
A. To save time the minutes will be approved at out 12-18-02 meeting
B. Treasurers report and pass the hat as it is our only funding source. Andy Anderson.
A The Los Angeles Fire Department presentation on the location of a replacement fire station in the Balboa Devonshire area and the Air operations at Van Nuys Airport has been continued at their request to our January 15, 2003 meeting.
B the community is asking to comment on issues that they think is important concerning Northridge as a community.
C. At our 11-20 meeting the council and stakeholders passed without descent a motion to ask DONE what changes were necessary to our by laws to meet DONE's demand that we NOT allow our stakeholders to vote on any issues and that all decision must be made by the directors.
Unless we make these changes DONE refuses to bring the vote on our certification to the commission. A proposed by law change is to modify X1.4
DELETE X1.4. Each Voting Stakeholder is entitled to one (1) vote on each and every issue coming before the Council for a vote
and a possible replacement
ADD X.1.4 On every issue coming before the Council for a vote all the attending Stakeholder qualified to vote for the directors will be polled and the results of the poll recorded. That the directors will vote on the issue after receiving the stakeholders input . While the council prefers direct stakeholder votes LA City and it agency DONE prohibits the stakeholders from voting on any community issues.
