9-17-03 Meeting Agenda

The Northridge Community Council will hold it's next meeting on 9-17-03, 7:30 pm, in the library at Holmes Middle School, 9351 Paso Robles Ave. map.

The Northridge Council consists of all Northridge stakeholders. A Stakeholder is defined as anyone who lives, works or owns property in the area (Los Angeles City Charter, Sec 906(3)). Stakeholders vote on all advice the council makes to LA City. The Officers and Directors make internal decisions for the council.

We will ask you to sign in at the meeting and please provide an E-mail address so we may notify you of meetings and addresses. See our privacy policy. Under the Brown Act you are not required to sign in or provide any information to speak or participate. All stakeholders will have an opportunity to address the meeting on each agenda item and can make a 3 minute comment on issues that are not on the agenda in the Public Comment.

1. Call to order

General comments by Jane Lowenthal.


2. Old Business

A. Minutes will be submitted from our 6-18-03 and 7-11-03 meetings. Motion to approve will be made.

B. Treasurer's report and "pass the hat" as it is our only funding source..


3 New Business

1.An opportunity for board members that have failed to attend the last 3 meetings to state the rease for their absence. The remaining  Board members will then vote on their removal  is their absence is in violation of the bylaws.

The Directors that have had 3 or more consecutive absences are: Andy Anderson,  Dorothy Boberg,  Estelle Lit,  Frank Mc Ginnis, Jim Mertzel,  and Marilyn Stout.

 Article XI: Directors 16. Any Director who fails to attend three (3) consecutive meetings of the Council may be removed after a hearing placed on an agenda and after a vote by the majority of the Directors.

2. Update on certification process and appeal.

3. The following 4 items are placed by Jim Alger. While Mr. Alger publicly opposes our council, he is a stakeholder and has a right under our bylaws to place these items on the agenda. The other councils he admires Porter Ranch and Old Northridge do NOT allow a stakeholder to place an item on the agenda without the directors approval. He refers to us as the "former" council. Until our appeal is decided in court, we are still the only council applying for certification from Northridge.

3a) Proposal to disband the non certified Northridge Neighborhood Council.

3b) Proposal to encourage former members of the Northridge Neighborhood Council to assist in the formation of a new council.

3c) Motion to reconsider to support the appeal of Charles Brink in raising the issues of legal concern before a court of law, but as a citizen of Northridge and not in the name of the now former Northridge Council.

3d) Request that the website "www.northridgecouncil.org" be temporarily closed pending reformation of a council or councils to represent Northridge. ( This was also requested by Rita Moreno of DONE.)

Special meeting to demand correction of the fals claim of a new group to be Northridge Neighborhood Council

The Northridge Neighborhood Council is one of the very few councils that allow stakeholders to submit agenda items and place all of its information online for the world to read.
