The interim bylaws state "Those eligible for membership in the Council are the community stakeholders within the geographical area defined by U.S. Postal Service zip codes 91324, 91325, 91326, 91328; and 91330 and the areas immediately adjacent thereto".
If you go to U.S. Census Bureau the American FactFinder Street address search page insert you street address and a zip code and hit go. It with return a table of data, ; select censes tract option and hit go. You will now get a map and the number of your census tract.
