The agenda is posted on the website and is being sent to everyone on our E-mail list. It will also be posted at the Northridge Library, Porter Ranch Library and Northridge Park.
At this meeting will have ; a vote on each of the proposed bylaws, along with amendments to these bylaws. All Northridge stakeholders are invited to submit amendments or comments on the proposed amendments. See all of the proposed changes and comments on our proposed bylaws and changes page. ;
We cannot accept any more proposed bylaws changes for our 9-19-01 meeting but are continuing to accept and post comments in electronic form.
We want everyone to know and read the changes and the comments ; before the meeting. This is why we follow the Brown Act, We do not have secret meetings and will not allow last minutes surprise to be acted on without broad public dissemination in ample time before our meetings.
As acting President of the Northridge Community Council, I was asked by the Department of Neighborhood Empowerment (DONE) to attend a meeting at Van Nuys City Hall. I meet with Megan Jones and David Larkin of DONE, Harry Coleman and Bobbie Fiedler of Sherwood Forest Homeowners and Don Larson of Old Northridge to resolve differences among the three groups. Present also were Jamiko Bell-Potts, Senior Project Coordinator of DONE.
The aim of the meeting was "to come out with some resolution to move forward with organizing neighborhood council(s) in Northridge." Each group was asked to "envision the ideal for the organizing effort and isolate significant points of contention with current council organizing efforts."
I stated that (after 10 months of considering bylaws) I believe agreement with Harry Coleman now seems so remote that perhaps we should just proceed under our interim bylaws and start considering neighborhood issues at our next meetings.
Don Larson said he is joining with Harry Coleman in a new neighborhood organization because he sees too much conflict and poor leadership in the present organization and he has different goals.
Harry Coleman said he and Bobbie have organized a new Northridge Community Council made up of leaders with many years of experience who have elected officers and a board and adopted bylaws. Their actions seem to be counter to their public position as his group attempted to get this motion passed at our 8-15-01 meeting.
"Motion to table any action on bylaws, boundaries or elections until such time that all stakeholders are contacted directly and the Department of Neighborhood Empowerment (DONE) resolves their own leadership, commission appointments and new modifications or restructuring of the DONE plan."
This motion was an attempt to stop us from proceeding in public while Harry Coleman ; went forward in secret notifying only his supporters.
I decided to bring the matter to a full vote of all the stakeholders instead of making the decision by self as Coleman and Larson have. See Full report

The Northridge Community Council will hold its September 19 ; meeting at 7:30 PM at Northridge United Methodist Church, Fellowship Hall, (9650 Reseda Blvd. (map). The Hall is located next to the parking lots on Superior.
Along with being E-mailed it will also be posted at the Northridge Library, Porter Ranch Library and Northridge Park.
The "Council" consists of all Northridge stakeholders. A Stakeholder is defined as anyone who lives, works or owns property in the area (Los Angeles City Charter, Sec 906(3)). The Council votes on all issues, the Officers and Directors also vote as they are stakeholders. The Officers and Directors make no policy decisions for the council.

All stakeholders will have an opportunity to address the meeting on each agenda item and can make a 3 minute comment on issues that are not on the agenda in the Public Comment time

4. OLD BUSINESS ;
A. Adopt Bylaws and amendments. ;The Proposed Bylaws and 5 amendments to the bylaws, along with Harry Coleman's proposed bylaws. Please review the data and print out any information you need to refer to at the meeting.
As this is a complex issue, the voting will be done by written ballot

5 NEW BUSINESS
A. This council was asked by the DONE to determine how we wish to proceed as to joining ; Harry's Coleman version of a Northridge Council. We have added this item to the agenda for all the Stakeholders to vote on the issue. See full report on meeting.
Action item. Shall we merge the public Northridge Council with the new "Northridge Council" developed by Harry Coleman.
Background:
Harry Coleman and Bobbie Fielder have advised DONE they have organized a new Northridge Community Council made up of " leaders with many years of experience who have elected officers and a board and adopted bylaws". ;
Harry Coleman was asked for a copy of his new bylaws and names of officers to present to the stakeholders with this action item. He refused with the comment that We " would be told in due time". ; When asked if all stakeholders in Northridge would be welcome to attend his meetings, Harry Coleman named certain persons as exceptions who could not attend his meetings. This was not agreeable to DONE who explained the need for inclusiveness. They said it is necessary that all stakeholders be welcome to participate in open meetings and board elections. Done did not comment on the closed private meetings that Coleman used to set up his council and board elections.
B. Ask for any proposed amendments to bylaws and proposed agenda items for next meeting. Our survey results are as follows:
