DONE has demanded that we must stop all stakeholder votes. The following is DONE's demand that you the stakeholders "SHALL NOT" vote. And our response that you must vote.
DONE COMMENT - The Directors will vote on all affairs before the Board. These matters shall not be voted on by Community Stakeholders not on the Board of Directors.
NCC RESPONSE: Our Bylaws are clear that we stress one man (person) one vote. Our Stakeholders specifically voted to NOT have a “little city council” running our Neighborhood Council. The whole concept of a Neighborhood Council is to let the neighbors control their community. If you insist that we deny the Stakeholders a vote in every action, then we will submit it for their vote as an Amendment. However, it is highly unlikely that the Stakeholders will voluntarily give up their right to vote
DONE's Quote in the LA times article below say's it all

Applying that to the session issue if the majority of LA votes for secession that the LA City Council can override the voters (Stakeholders). Hey isn't that the same rule LA got in 1977 to block secession and State AB 62 repelled to allow the voters to override the LA City council?

Organizers of a neighborhood council in Northridge protested Monday that city officials are blocking their proposal to have votes on issues cast in town hall meetings by "stakeholders" rather than an elected panel.
The Los Angeles Neighborhood Empowerment Commission will meet tonight in Northridge with an agenda that includes approval of the Northridge Community Council. But organizers expect approval to be delayed because city officials say ordinances do not allow town hall votes instead of votes of an elected governing board. The city is creating a citywide network of neighborhood councils.
"It's obviously a blatant attempt to keep people from voting," said Walter Prince, president of the Northridge group. He said the city wants a few select individuals to make decisions for the community. Greg Nelson, general manager of the Department of Neighborhood Empowerment, said he sympathizes with the residents but his hands are tied.
"They want to have a town hall concept, which runs afoul of the city ordinance," Nelson said. Neighborhood councils are being set up to take advisory votes on local planning, development and budget issues.
City ordinances require that stakeholders--residents, business owners and nonprofit groups--elect a neighborhood council that casts advisory votes on local issues.
Nelson said he is open to changing the ordinance to allow for town hall votes, but he said there are potential problems, such as how to assemble people on short notice for a vote.

The meeting will be held at 6:30 tonight at Northridge Middle School, 17960 Chase St.
A critical vote is coming on March 19 with LAUSD's Facilities Committee downtown. They will make a recommendation to LAUSD's board whether to build Valley High School No. 1 on California State University, Northridge, property. Five local neighborhood homeowner associations surrounding CSUN have vehemently been fighting this project for a year and a half. We are in favor of education. We are against putting this high school on CSUN property. It will predominately serve the students from Monroe High School -- the highest percentage of whom live east of the 405 freeway.
This new school needs to be built in an area closer to where the children who will use it live. The plan to place it on CSUN property leaves the Northridge community with unmitigable problems that will have to be endured by the residents for many years to come.
