3rd New Valley District Candidate Form
We have invited all the candidates for the New Valley Council District 3 (map) to answer the same questions we asked candidates for District 1 (map) at our last meeting.
27Th Congressional District Form
In addition two candidates for our congressional district (27th) have also asked speak Brad Sherman
http://www.bradsherman.com/ and Robert M. Levy http://www.levy4congress.com/To see which district your are in go here http://polling2.co.la.ca.us/district/
Those of you, who attended our last meeting, know there were 2 candidates for CD 1 that did not speak. Kim Thompson was at a funeral in Ohio and Donald Larson was unavailable. Both will be given a three-minute opportunity to present their position.
We will also have a brief presentation on the local bond issues
LOS ANGELES UNIFIED SCHOOL DISTRICT K Issuance of general obligation bonds in the amount of $3.35 billion for specified school improvements.
The Council has had direct experience with LAUSD over the "New Valley High School" at CSUN. As you know the council took a position that trading an 800 seat elementary and intermediate school on 10 acres for an empty 5-acre site, and then spending $36 million to build an 800 seat high school was a waste of public funds. You spend 36 million and loose 5 acres without a single increase in classrooms seats but at least they are newer seats.
To show how mismanaged LAUSD is, they lost or improperly spent nearly $800 million from proposition BB. LAUSD used the FEMA money provided by the federal government, allegedly to repair the Prairie Street School, for other purposes, probably Belmont, instead of repairing our local School.
And now LAUSD wants us to vote yes on a 3.3 billion bond where the valley will get 16 percent of the bond revenue, but pay 43% of bonds payments added to our property taxes.
LAUSD has also chosen the 16th as a community meeting date to explain the construction project on the high school. They claim that they checked with "everyone" and no one objected to having them meet on the same day as our normal council meeting.
We have added an item to our agenda officially condemning LAUSD affront to the Northridge community by placing their meeting on our meeting date, which is fixed as the third Wednesday of every month.
COUNTY MEASURES
A Earthquake and Fire Safety Bond.
B Preservation of Trauma Centers and Emergency Medical Services; Bioterrorism Response.
Measure A is a $250 million seismic refitting bond gives the valley $15 million towards a CSUN theater out of the total. All the other money goes over the hill. That’s 6 percent of revenue to the valley and the Valley will pay about 30% in additional property taxes as the bonds are paid by all of L.A. County.
No one is disparaging the improvements; but the use of the valley as a cash cow to fund improvements out of valley has is something each of you must decide when you vote.
Measure B add a property tax to pay for trauma centers in LA County based on a fee per square foot of property improvements.
Valley Independence Prop F
The "we pay and they get" problem is a major issue about secession, LAFCO which shows the valley has funded L.A. 127 million to pay the downtown power brokers projects. LA demanded another $300 million to operate downtown bureaucracy. LA Claims the Valley residents get a benefit of the downtown center and its bureaucracy. You can decide on that issue when you vote in prop F.
The Northridge neighborhood council has not placed the secession issue on our meeting agenda for a vote because the ultimate indication of our communities opinion will be your vote on November 5th.
As you will remember DONE and the LA City attorney has refused to certify us as a council because we allow our members to vote - in this case state law overrides the LA City attorney and allows your vote to be heard.

Proposed motion
The Northridge community council condemns LAUSD for their choice of placing their construction meeting for the New Valley High School at the same time and night as our standard council meeting. Our meeting is always on the third Wednesday and is posted on our web site as a future meeting date for least 90 days. We wish that the meeting be rescheduled so that the council added stakeholders might participate in meeting.
